No lilkiddo, your logic is flawed.
First of all these types of illusions
are supposed to trick people into
thinking the obvious, but the truth
however is not so predictable.The
background is meant to tamper with
your brain's judgement, but if you
take away the background, your
brain's perception would change
entirely!And the reason why,
according to your ruler,the top
rectangle is larger than the bottom
is because you are including the part
where all the lines in background
meet!

reasoning about perspective is
strong, no doubt your logic is good,
however this picture is meant to be a
two-dimensional image!Oh and try to
